In the Senate, the ratification process of Victoria Rodríguez Ceja, current Undersecretary of Finance Expenditures, to be governor of the Bank of Mexico (Banxico), will be carried out in fast track, with the aim of avoiding “nervousness” in the markets, informed the president of the Political Coordination Board of the upper house, Ricardo Monreal.
The leader of the Morena bench anticipated that as soon as the appointment arrives formally to the upper house, the Finance Commission will take turns, which would meet this Thursday for its analysis, the appearance would be made on Friday or next Monday , and would be voted by the plenary session on Tuesday of next week.
The Zacatecan legislator announced that since yesterday he began to meet with the parliamentary coordinators with whom he agreed to process the appointment made known by President Andrés Manuel López Obrador during his morning conference.
At the inauguration of the Justice System Reforms dialogue, organized by the Senate and the Aspen Mexico Institute, Monreal affirmed that it was agreed to “accelerate” the ratification process.
“The markets must be calm because, as of today (yesterday Wednesday), we begin to meet with the coordinators of the parliamentary groups; I come from a meeting with two of them and we have agreed to hold the meetings in the respective commission, call for an appearance and process the appointment, and avoid any anxiety, uncertainty or nervousness in the economy and in international markets, “he said.
He considered that Rodríguez Ceja is a talented, prestigious woman and, above all, with technical capacity, which, he valued, guarantees the autonomy and independence of the central bank, which is the main purpose.
“I do not think there will be any difficulties, I have already spoken with several coordinators and the ratification is reasonably certain, and we only await the confirmation of the President of the Republic to start the entire formal process and do it very quickly,” he added.
The day before, Monreal revealed that President López Obrador withdrew, since last August, the opinion with the appointment for Arturo Herrera, former Secretary of Finance, to be part of the Central Bank’s Governing Board.
Given this, the PAN senator Damián Zepeda criticized not only the change of opinion of the head of the federal Executive in the appointment, which has generated uncertainty, but also the profile of Victoria Rodríguez Ceja, because it would not meet the requirements of the law.
He mentioned that the Bank of Mexico Law establishes that he must have five years of minimum experience in senior positions of monetary and financial management; However, the current Undersecretary of Expenditures does not have one, so she could not be governor of the Bank of Mexico.
“I personally see that it does not meet the requirements and therefore I personally am not going to vote in favor. In addition, it adds to my already very consistent, very constant opinion that these positions of agencies, autonomous institutions, are not to command subordinates; that is, you remove someone who is subordinate to you from your government and you want to send him to an autonomous body, and I do not agree, “he added.
